While nowadays it is quite easy to see that it didn't go as they planned, at the time they just took the other of the two obvious routes. They weren't wrong in their general thinking. This is of course true for many more practical applications anyway, but they assumed that "casual" applications like gaming would follow suit. The though at the time was, that as soon as multihreaded processing was commonplace, it would quickly branch out into CPUs with higher and higher numbers of cores. It was also an architecture focused on science/statistics/math applications and not really for gaming per se.

I mean, the Core 2 series was just released in 2006, months before the PS3.

They were at a point where they had not yet figured out how to really build multicore CPUs or what multihreaded computing would look like (at least for the relatively casual market).
You're building a console that should last for 5+ years, you need to look ahead a bit. It was kinda on the verge from single to multi core/thread processing.
